Education PPP Analyst Consultant

About the role

We are seeking a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. The role involves building a comprehensive database, designing evaluation methodologies, and delivering actionable insights to improve education outcomes.

Key responsibilities

• Develop and maintain a database of education PPP projects and traditional public procurement cases for benchmarking.
• Review and synthesize literature, evaluations, and evidence on PPPs in education, highlighting risks, lessons learned, and infrastructure characteristics.
• Define and validate variables and indicators to assess PPP effectiveness, including cost, time, administrative and pedagogical performance.
• Design a methodological framework and a Value for Money (VfM) approach to compare PPP and traditional models.
• Create a practical evaluation tool with user guide and apply it in a case‑study country, analyzing policy, data, and scenarios.
• Prepare, validate, and support the publication of findings, ensuring alignment with IDB standards.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or related field; doctoral or postgraduate studies are a plus.
• Minimum five years of professional experience in designing, monitoring, or evaluating public policies, preferably with PPP projects.
• Strong analytical mindset with experience applying econometric methods.
