About the role
The Senior Human Rights Officer will lead the OHCHR Regional Office for the Caribbean Community (CARICOM) in Nassau, acting as the Regional Representative. Reporting to the Director of the Americas Region, the role combines strategic leadership, policy development, and day‑to‑day management of the office.
Key responsibilities
- Lead and coordinate the CARICOM Regional Office’s mandate on monitoring, advisory services, technical cooperation, protection and promotion of human rights.
- Formulate human‑rights strategies, integrating gender‑equality perspectives, and set the vision for the regional office.
- Advise governments, UN Resident Coordinators and UN Country Teams on human‑rights matters and capacity‑building.
- Oversee daily office management, including logistics, finance and human‑resource functions in line with UN rules.
- Represent the High Commissioner on regional human‑rights issues and maintain relationships with government authorities, UN agencies, NGOs and other stakeholders.
- Develop policy directives and action plans for immediate and long‑term solutions to regional human‑rights challenges.
- Design and implement programmatic and policy changes addressing regional or global human‑rights issues, including gender dimensions.
- Prepare budgets, medium‑term plans and fund‑raising strategies to ensure financial sustainability.
- Produce human‑rights reports on key sectors and regional developments.
- Supervise, guide and coach international and national staff within the regional office.
Required profile
- Extensive experience in human‑rights monitoring, advisory services and technical cooperation.
- Proven ability to develop and implement human‑rights strategies, including gender‑equality considerations.
- Experience advising governments and UN bodies on human‑rights policies.
- Strong management background overseeing logistics, finance and human‑resource functions in an international organization.
- Excellent stakeholder‑engagement skills with governments, UN agencies, NGOs and intergovernmental bodies.
- Demonstrated capacity to design policy and programmatic interventions for regional human‑rights challenges.
