Chief Operations Officer, Senior Official II

About the role
The Chief Operations Officer (COO) holds direct executive responsibility for the bank's day‑to‑day operations and serves as Senior Official II under the BTCRA. Reporting to the CEO, the COO ensures that all operational activities meet regulatory requirements and board‑approved policies while supporting the bank’s global expansion.
Key responsibilities
- Take executive ownership of payments processing, client account management, reconciliation, and card programme operations within the bank's risk appetite.
- Manage operational relationships with payment channel counterparties, correspondent banks, BIN sponsors, card scheme partners, and third‑party service providers.
- Act as the second primary contact with the Central Bank of The Bahamas, providing timely updates on material operational matters.
- Ensure compliance with AML/CFT controls, non‑resident exchange obligations, BTCRA prudential requirements, and CBOB guidelines, supporting the AML/CFT monitoring function.
- Escalate significant operational, financial, or regulatory issues to the CEO and Board, maintaining transparent communication.
- Design, implement, and continuously improve operational procedures, controls, and workflows in coordination with the CRO and MLRO/Compliance Officer.
- Oversee outsourcing and third‑party service arrangements, ensuring appropriate service levels, controls, and exit strategies per CBOB guidelines.
- Coordinate with Capital.com Group’s technology, operations, and support functions to ensure effective intercompany arrangements.
- Prepare operational reporting and Board/committee papers, maintaining fit‑and‑proper status for the Senior Official II designation.
Required profile
- Bachelor’s degree or higher in finance, business administration, economics, banking, or a related field; postgraduate qualification or professional certification is an advantage.
- Minimum 7–10 years of experience in banking operations, with proven leadership in payments, client accounts, and card programme management.
- Demonstrated knowledge of AML/CFT regulations, BTCRA prudential standards, and CBOB outsourcing guidelines.
