Director of Digital Transformation

About the role

MIND is looking for an accomplished Director of Digital Transformation to lead the next phase of government modernisation. The role will shape how public services are designed, delivered and experienced through digital technology across ministries and agencies.

Key responsibilities

• Develop and lead a government‑wide digital modernisation strategy and delivery roadmap.
• Identify, prioritise and execute opportunities to simplify, redesign and digitise services and processes.
• Oversee modernisation of legacy systems that limit efficiency or interoperability.
• Provide executive leadership for shared digital platforms, products and services, ensuring continuous improvement.
• Establish product‑management and service‑design disciplines centred on citizen, business and public‑officer needs.
• Translate policy objectives into practical digital services, implementation plans and measurable outcomes.
• Promote common standards, shared platforms and secure information exchange across ministries.
• Strengthen governance, delivery discipline and accountability for major transformation programmes.
• Support technology procurement aligned with the digital strategy and long‑term value.
• Build and mentor multidisciplinary teams in product management, software development, service design, business analysis and digital policy.
• Lead change‑management and adoption efforts to embed new platforms and ways of working.
• Use data, user research and performance metrics to continuously improve services.
• Develop strategic relationships with international governments, multilateral organisations, technology firms, universities and other partners.

Required profile

• 10+ years of progressive experience in digital transformation, digital products, technology, service delivery or a related field.
• Significant senior‑level leadership experience driving large‑scale digital programmes.
• Proven ability to translate policy into operational digital services with measurable outcomes.
• Experience establishing standards, governance and interdisciplinary teams in a complex organisational environment.
