Senior Engineering Manager

About the role

The Ministry of Innovation and National Development (MIND) is seeking an accomplished Senior Engineering Manager to lead its software development organization and oversee the delivery and implementation of digital initiatives across government. This is a senior technical leadership role for an experienced engineer who manages development teams, product and project managers and external technology partners, and who has successfully delivered working software into production.

Key responsibilities

• Lead the software development portfolio from planning and development through testing, deployment, implementation and adoption.
• Direct, mentor and performance-manage software engineers, product managers, project managers and technical teams.
• Establish and enforce software architecture, code quality, testing, version control, documentation, security and maintainability standards.
• Coordinate multiple concurrent initiatives, manage technical dependencies and resolve delivery challenges.
• Evaluate technical designs, cloud platforms, APIs, system integrations and build-versus-buy decisions.
• Implement Agile, CI/CD, iterative releases and quality assurance.
• Oversee external technology providers, enforce contractual expectations and ensure knowledge transfer.
• Ensure deployment, user acceptance testing, training, data migration, handover and ongoing support.
• Report progress, risks, resource needs and outcomes to senior Ministry leadership.

Required profile

• Bachelor's degree in Computer Science, Software Engineering, Information Systems or a related discipline, or equivalent professional experience.
• At least 10 years of professional experience in software development and delivery, including 4 years managing engineering teams and their leaders.
• Proven track record of delivering software products or digital services into production with user adoption.
• Experience leading end-to-end software development or digital transformation programmes.
• Experience managing software engineers, product managers and project managers across multiple concurrent initiatives.
• Experience managing external development vendors, including technical review, quality assurance and acceptance of deliverables.
• Preferred: experience delivering digital transformation in government, financial services or regulated environments; experience integrating modern solutions with legacy systems; experience building or expanding engineering teams; Agile, project management or cloud architecture certifications.
